Cuba is a socialist republic in which the Communist Party is recognized as the leading political force in society and the state. Miguel Díaz-Canel serves as president and as first secretary of the Communist Party, while Prime Minister Manuel Marrero heads the government’s day-to-day administration through the Council of Ministers. The National Assembly of People’s Power is the country’s legislature and formally approves laws, policies and major state decisions.

Cuban politics are closely tied to the state-run economy, public services, energy production, foreign policy and the long-running effects of U.S. sanctions. Debate in the country is shaped by questions surrounding electricity shortages, inflation, migration, tourism, food access and the role of private enterprise within the socialist system. Together, the presidency, the Communist Party, the National Assembly and the Council of Ministers help determine how national priorities, reforms and public policy are carried out across the island Cuba’s provinces and municipalities also have local organs of People’s Power that coordinate economic and social development at the regional level. Municipal assemblies are made up of delegates elected within local districts and are responsible for matters such as services, budgets and community needs. Provincial governments serve as an intermediate level between the central government and municipalities, helping coordinate national policy with local administration..
